2026-yilda ADB Merit Point Criteria pudratchilar uchun nimani anglatadi: texnik taklif, metodologiya, resurslar, risklar, ESHS va narx strategiyasi.
Ko’p pudratchilar MDB tenderlariga oddiy mantiq bilan yondashgan: qualificationdan o’tish, compliant bid topshirish va asosan narx bilan raqobat qilish. Merit Point Criteria bu odatni o’zgartiradi.
2026-yilda merit points qo’llanadigan ADB loyihalarida pudratchidan faqat past narx emas, balki ishonchli texnik taklif talab qilinadi: metodologiya, resurslar, risklarni boshqarish, sifat, ESHS compliance va realistik programme.

- interface risks metodologiya talab qiladi;
- Engineer procedures va reporting discipline resurs talab qiladi;
- payment and cash-flow provisions narxga ta’sir qiladi.
Tender team bularni ko’rmasa, muammo awarddan keyin contract team zimmasiga tushadi.
Bid team qanday tuziladi
MPC uchun faqat estimator va commercial manager yetarli emas. Integratsiyalashgan jamoa kerak:
- planner;
- construction manager;
- contracts/claims specialist;
- quantity surveyor;
- HSE/ES specialist;
- procurement/logistics specialist;
- key subcontractor input;
